The initiator of the bill, State Councilor Jim Mazzarella, stated that he wants to ensure that the bill is consistent with state laws, including the definition of smoking, and that violating regulations may result in businesses losing relevant licenses.

Kent Sopris, the chairman of the New York Convenience Store Association, an industry organization based in Albany, stated that the organization supports the bill and the county should commit to implementing it.
